OPERATING STATUS
It depends on how the PWS and line items are set up. If either specifies the number of internal customers for which the services will be performed, changing that number would be new (additional) work. However, if the PWS or line items describe the work as performing services generally for an organization or office without specifying an exact number of customers, it might be considered a constructive change instead of "new work."
