The definition of “General Equipment” can be found in DoD 7000.14-R, Financial Management Regulation (FMR), Volume 4, Chapter 25 (see Section 2.1). Government-furnished property (GFP) is general equipment only if it meets the criteria identified in paragraph 2.1.3. It is presumed that the reference to “capital general equipment end assets” is meant to refer to “capital assets.” DoD Instruction (DoDI) 5000.64 defines “capital asset” as “An asset that meets or exceeds the capitalization threshold found in DoD 7000.14-R for the DoD Component.” The capitalization threshold is located in Volume 4, Chapter 25 of the FMR (see paragraph 2.4.4). DoDI 5000.64 defines “valuation” as “The act of determining or estimating the monetary worth and assigning that number to the item.” It is suggested that you check with U.S. Army G-4 Logistics for specific procedures.
