What is the percentage rule of thumb for accepting a proposal for an award. How much of a percentage plus or minus does a proposal price has to be within the IGE to be acceptable.

    Answer

There is no government-wide, authoritative rule-of-thumb. However, some organizations may provide one for local policy purposes, and contracting officers can use their independent business judgment when comparing cost or price proposals with the associated government cost estimates. Any such percentage deviations should be viewed as negotiating points.
