If the extended period of performance is not associated with an increased quantity of supplies (target vehicles in your case), then I am unaware of any requirement for a new or amended J&A. A new J&A is required when increasing the quantity of supplies or a severable service. That does not appear to be the case here. You are not buying "more" of something, which would be outside the scope of the original competition.
