Thanks for your question.  Distribution Statements provide a standard framework for managing, sharing, and disseminating technical documents while adhering to DoD Directives.  Based on DoDI 5230.24, distribution statement C limits release to US Government agencies and their contractors.  Other requests for this document shall be referred to the controlling DoD office.   

Without knowing all the background and details of what you are trying to release and to whom, suggest you discuss your request with the appropriate DoD controlling office and provide your justification for the requested foreign disclosure approval.  In accordance with DoDDs 5230.11 and 5230.20, a positive foreign disclosure decision must be made before Controlled Unclassified Information is released to a foreign entity.  The referenced DoD documents can be found here:
