AbilityOne primes (Other than small) must comply with FAR 19.702 and are required to provide maximum opportunity to to small business as subcontractors when the total contract value exceeds $750K (non-construction) and has subcontracting possibilities.  IAW 19.705-4, Reviewing the subcontracting plan, the contracting officer as part of his or her adequacy review determines the the subcontracting potential and is responsible for negotiating an acceptable plan before award.
