I understand DOTMLPF-P, but what is DTLOMPF-P and DOTMLP? And have you ever heard of DOTLMSPF-P or did someone just make a mistake?

The Defense Acquisition University (DAU) Glossary of Defense Acronyms & Terms, 13th Edition, dated November 2009 defines the acronym DOTMLPF as Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (Department of Defense). In addition, it further defines it as: DOTMLPF (Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities) Analysis - Possible non-materiel solutions identified as a result of a capabilities-based assessment (CBA) to satisfy a capability gap. (CJCSI 3170.01G).
If we check CJCSI 3170.01G in the Glossary enclosure, we find DOTMLPF but not the other variations that you list.
