    I understand that a cost-overrun proposal may be a little different than a brand new proposal, but is it unreasonable for the CO to request the contract provide a cost breakdown as to how they arrived to the $2M?


    Answer

    Yes, the contracting officer is entitled to request any information s/he needs to legitimately determine that an overrun either has taken place or inevitably will take place. If the contractor refuses to provide the information, no funding should be provided and the contracting officer should consider asking DCAA or the GAO to come in and conduct an incurred cost audit to see what is really going on.
