A Contract Specialist should not be assigned as a Contracting Officer's Representative (COR). The reason CORs are assigned is that the Contracting Officer doesn't have the skill set to serve as subject matter expert and they need a trained subject matter expeert COR to provide surveillance over a certain contract function and in your case, an Engineering Function.
On the other hand, I have seen Air Force 1102s serve as Quality Assurance Evaluators (i.e., COR) over certain Wing contract services.
