    Can you tell where to find the comparative level of authority for instructions, technical manuals, guides, and handbooks referenced in government contracts? I remember learning that instructions and technical manuals have greater authority than guidebooks or handbooks if referenced in a contract, but where is this written down?


    The FAR does not get into that level of detail.  FAR Clauses 52.214-29 and 52.215-8 only provide the following order of preference for any inconsistency:
    (a) The Schedule (excluding the specifications).
    (b) Representations and other instructions.
    (c) Contract clauses.
    (d) Other documents, exhibits, and attachments.
