Removing EVM from a contract would require MDA approval, and a suitable substitute installed. Are there any examples of "alternate" methods for cost and schedule control?
EVM is not recommended for predominately LOE contracts for the very reasons cited below (see EVMIG excerpt below). In lieu of EVM, a Contract Funds Status Report (CFSR) could be used to track commitments/obligations and expenditures. This would allow the appropriate analysis of the burn rate and forecast funding needs into the future. The CFSR is Data Item DI-MGMT-81468. I would also still recommend requiring an Integrated Master Schedule (IMS---DI-MGMT-81650) to review schedule performance and apply any adjustments to the CFSR data as required to adjust and phase any funding requests.
