How long is the Government held responsible to pay the bill? Is there any legal ruling that limits payment after a certain amount of years of the contract ending? Will the Government have to pay if an invoice is submitted after 30 Sep 11 for the remaining funds? Do contractors have a limit on how long it takes to finalize their rates?

    Answer

If the Government received a benefit from the work performed and the costs invoiced are reasonable, allowable and allocable then there is no limitation/deadline for when an invoice must be submitted by the contractor. The Government should be diligent in tracking and negotiating the close out of contract costs in a timely manner to pay with funds obligated on the contract; however if that does not happen, it may be necessary to use current year funds to pay an outstanding invoice.
