Criteria for Class I and Class II ECP's when the U.S. Government is the configuration design control authority is contained within Military Handbook, Configuration Management Guidance, MIL-HDBK-61A(SE), 7 February 2001, Chapter 6, paragraph 6.2.2, Tables 6-2 and 6-3 respectively.
The guidebook also includes the ECP preparation, submittal and approval process for both solicited and unsolicited ECPs and is included as an attachment to this response.
