    Yes, if they are attending pursuant to a Government contract they have. The unasked question is what the Army must do on future procurements that were discussed while this contractor was present- and the answer to that question is that the company must be excluded for competing for any of the work discussed because they had advanced information and knowledge of the requirements and budget for those procurements and that is a clear conflict of interest which may not be able to be mitigated.
