    As a U.S. Navy base, we are required to record and report all of our accountable property in an approved Dod system. We would like to know if the government shifts over to a contractor owned sytem, if the command will still meet that requirement? I would like to have a specific regulation or instruction cited if possible stating, either way, what is the correct answer.


    The responsibility for the Government to maintain an Accountability Property System of Record (APSR) is found in DoDI 5000.64 and the Contractor's requirement for records is found in FAR 52.245-1.

    These two systems need to be in agreement. However, the stewardship account is only active for the duration of the contract; the closure of the Contract Property Account does not affect the APSR, which maintains visibility.
