    What are the qualifications and who approves a DoD activity in earning the title of becoming a "Center of Excellence" with a specialized service that is provided?

    Research indicates there is no general DoD directive or instruction on becoming a Center of Excellence.  DoD Centers of Excellence are designated by the DoD agency with the credibility to make such a designation.  For example, the DoD Center of Excellence for Psychological Health and Traumatic Brain Injury was designated under the joint auspices of the DoD and Veterans Affairs Department.  The National Security Agency has designated a center for Information Assurance, etc.  I suggest you inquire through the PEOs and Offices of the Service Acquisition Executives that his office supports to the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics about the possibility of obtaining a Center of Excellence designation for the service his office provides.
