One of our Regional Centers wants to purchase 3 refrigerators for the students that they have onsite classes and wanted to use the Government purchase card rather than a contract, because the services to write the contract exceed the purchase of refrierators. I believe a new ruling states that you can as long as it is for a group and not individual personal use. Is this correct

Generally, refrigerators, microwaves, silverware and coffee pots cannot be purchased with a Government Purchase Card unless there are no nearby eating establishments or cafeterias.  While there may be some exceptions based on the types of funds used, these exceptions should be reviewed and approved in advance by the activity Resource Manager and Legal Office because they so frequently cause funding violations.
