    Normally, under the guidance of FAR 15.206, an amendment could only be issued to those contractors that submitted timely quotes. Is there any exception to this rule when a protest has been recieved that allows us to amend the solicitation and re-post it with the additional information, or must we cancel and issue a new solicitation?


    Answer

    One approach is to issue an amendment administratively changing the RFP to a new number, and then re-issuing it to everybody.

    You will need to issue a new FBO notice that the old RFP has been canceled and re-issued under a new number with a new SOW, and that the RFP is open and available to everybody.
