Is there the possibility of having a contractor certify to a costs other than the negotiated costs of a contract? If so, where can we find guidance regarding such occurance?
The certification applies to all costs in the proposal, not just to costs that were the subject of actual "negotiations." In fact, a Certificate of Current Cost or Pricing Data could be required even if the Government accepted a contractor's proposal without a single change. The Certificate applies to all costs and prices that make up the bottom line proposal price, regardless of whether those costs or prices were the subject of actual bargaining.
