    How does the World Trade Organization Government Procurement Agreement affect this acquistion? Since the UK is part of the WTO GPA, does this mean that we can acquire items listed on DFARS 225.401-70 from the UK? Are there any other limitations, which state these items cannot be acquired from the UK?

    Since the magnitude of procurement is $300K, the Trade Agreements Act could be used since it meets the threshold for the WTO GPA of $203K. FSG 66 Instruments and Laboratory Equipment are covered. More importantly, you must first determine what provision or clause was used in the solicitation and whether or not the product offered is an end product of the UK. If 252.225-7001 Buy American Act and Balance of Payments Program clause is used, then procurements from the UK can be covered as a qualifying country; if the 252.225-7021 Trade Agreements clause is used, then the UK can be covered as a designated country.
