Is the time extension compensable? In other words, is this a time and money situation or a time no money situation. 52.211-18 states:
"Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified."
It is not clear if this will be time and money or time, no money.
This is both time and money. You will need to compensate for the addtional rip rap that is above the estimated 6,690 tons. You should be able to negotiate the unit price to take into account the greater scales of economy for the addtional rip rap. To be fair and reasonable you will need to compensate the contractor for work that is above and beyond governments estimate of quantites.
