    With no DFARS clause matrix, is there a standard list or any policies in place which state those DFARS clauses that may be incorporated by reference and those that are required to be full text? I have been unable to get a good answer from local officials.

    If a standard list exists, the best place to locate it and current policies regarding DFARS clauses is the Defense Procurement and Acquisition Policy (DPAP) website. According to a recent memorandum from the DPAP Director, dated August 31, 2011, the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) have been interpreted and implemented with great variation across contracting offices and contract writing systems used in the Department of Defense. There is an initiative underway to develop an enterprise contract clause logic capability to address this problem.
