Why do we (the government) reveal the government estimate at the time of the bid opening?
There are at least two reasons to reveal the Government estimate at bid opening. First, doing so promotes a sense of transparency in the public procurement process that encourages bidder confidence in the fairness of the system. Second, it helps bidders determine if they may have made an inadvertent mistake in their bids. They can then proceed with the remedies for "mistakes after award" in accordance with FAR 14.407-4.
