    Ans. Yes, per the "Changes" Clause that you verified as incorporated into your contract

    -Can the descope be done through price negotiation?
    ANS: Hopefully you have a cost proposal with sufficient detail to ascertain the cost of the deleted or descoped work. 

    - What if the contractor doesn't agree to the descope?
    ANS: If the contractor doesn't agree to the changes per the "Changes" Clause you can terminate the contract for default. See FAR Part 49 and the termination clause that should be incorporated into your contract. termination should be our last recourse. However, work with the contractor to obtain the necessary descope proposals to allow you to complete your acquisition mission. If you take the termination route, please contact your legal staff.

    The Changes Clauses allows the Government to make changes such as yours because our acquisition circumstances change (reduced funding, better technology, no longer needed etc).
