Can past contracts be modified to include clauses that were just approved in a class deviation?

Typically the policy memorandum would explicitly state that current contracts may be modified to incorporate the changes (such a class deviation) covered by the memorandum. The memorandum may also state that the change(s) applies only to contracts with an effective date of ____ or later. In any case, if the memorandum does not explicitly state that the deviation can be applied to existing contracts, then most likely it cannot be. For further confirmation, please contact the policy point of contact shown at the end of the memorandum.
