    Can we procure from within GSA Advantage from a Canadian company if their bid is the lowerest price?Do we Buy American? Follow NAFTA? Why are Canadian companies in GSA Advantage if we can not buy from them?

    You may buy from a Canadian company on GSA Advantage. When Executive Order 12889 implemented NAFTA in 1993, it waived any procurement law (including the Buy American Act) that put Canadian or Mexican companies at a disadvantage when compared to U.S. companies. In addition, the Trade Agreements Act (TAA) waives BAA requirements above the dollar threshold (currently $203,000) for designated countries, which includes Canada. GSA incorporates the requirements of the TAA requirements into all of its schedule contracts, which it presumes will exceed the TAA threshold.
