While it is permissible to use Acceptable/Unacceptable when evaluation Small Business Participation, it doesn't appear to add significant value if you are planning to acquire these goods or services in a Tradeoff process as described in FAR 15.101-1. As FAR 15.304 (b) (1) and (2) state: Evaluation Factors and significant subfactors must (1) represent the key areas of importance and emphasis to be considered in the source selection decision; and (2) Support meaningful comparison and discrimination between and among competing proposals.
