Does a Distribution Statement addition or change require the rolling of a revision?

    Answer

We recommend that you review your contract to determine whether the contract data requirements list, DID or other reference document specifically addresses this issue and follow whatever direction is dictated by the contract.  If the contract is silent, then it should be a topic of discussion with the government contracting officer, program manager and legal, as a change to the Distribution Statement could have a significant impact on the rights in use of the drawings, not just cost, and therefore needs to be a deliberate and directed conversation between the parties.  If the change does not impact the rights in use, then again, the decision to issue a revision should be discussed with the Government to ensure there are no unintended consequences of the final decision, including unanticipated or unaffordable costs.
