Since MIL-HDBK-881 prescribe a template R&D WBS and is only a guide which is not directive, i would like to know if the CAPE internally prescribe an R&D WBS structure? If they do, how do I obtain a copy? If you don't know, can you direct me to someone at the CAPE to contact for the answer? If they don't use a WBS template, has anyone considered developing one? Even if not directive, we believe voluntarily adhering to a common WBS structure shared by the CAPE is in the best interest of the Navy.In considering terminology definitions used in WBS development, inconsistency appears to be significantly contributing to estimate error. When the structures or definititions are inconsistent, they distort the ability to compare like elements across programs.
MIL-HDBK-881A was recently cancelled, and has been replaced by MIL-STD-881C, which covers Work Breakdown Structures (WBS). You can download MIL-STD-881C here:
A DAU Faculty member who used to work at the Cost Assessment and Program Evaluation (CAPE) states that the CAPE uses the MIL-STD 881C as a Work Breakdown Structure "template".
