The A-E Guidebook states that a letter RFP is to be issued. Can you tell me what the reason is for not issuing a normal RFP with the instructions in Section L? What is the purpose behind a letter? Can you tell me what data should be requested in the way of information needed for a DCAA audit? Thank you.

Format does not really matter, but you can issue a letter RFP to streamline your paperwork.  You have issued the advertisement already for the work that is to be performed.  You a bascially informing the contractor they are the most highly qualified and now are requesting their cost proposal.

You are going to request all data pertaining to the cost of the contract.  How they calcualte overhead, direct rates and cost resoning behind all direct and indirect charges.
