DAU GLOSSARY DEFINITION

Annual guidance issued by the President's Office of Management and Budget (OMB), and for the Department of Defense, the Secretary of Defense (SECDEF). Provides fiscal constraints that must be observed by DoD components in the formulation of their annual budget and by the Office of the Secretary of Defense (OSD) and Joint Staff (JS) in reviewing proposed programs.

General Information

Fiscal guidance is initially provided to the Department of Defense by the Office of Management and Budget (OMB) and subsequently broken down by DoD Component. After participative review process, the DCAPE prepares and publishes the DoD Fiscal Guidance.

 

Fiscal guidance should be consistent with Guidance for the Development of the Force (GDF) and Joint Programming Guidance (JPG). Along with the GDF and JPG, fiscal guidance is the starting point for the Programming Phase of the Planning, Programming, Budgeting, and Execution (PPBE) process.
