DAU GLOSSARY DEFINITION

Prior to the Component Acquisition Executive (CAE) determination of Operational Test Readiness (OTR) for Initial Operational Test and Evaluation (IOT&E), an independent Assessment of Operational Test Readiness (AOTR) will be conducted by the Office of the Under Secretary of Defense (Acquisition, Technology and Logistics) (USD(AT&L)) on all Acquisition Category (ACAT) ID programs and special interest programs designated by the USD(AT&L). The AOTR will focus on the technical and materiel readiness of the program to proceed into IOT&E. Assessment results are based on capabilities demonstrated in Developmental Test and Evaluation (DT&E) and earlier Operational Assessments (OA).

Definition

Operational Test Readiness Review (OTRR) - A multi-disciplined product and process assessment to ensure that the production configuration system can proceed into Initial Operational Test and Evaluation (IOT&E) with a high probability of success. More than one OTRR may be conducted prior to IOT&E.

General Information

Services with OSD T&E oversight list programs are required by DoD policy to establish a Service process for determining and certifying a program’s readiness for IOT&E by the Service Component Acquisition Executive (CAE). Service policy documents are listed below. The OTRR may be conducted by the Program Manager or the Operational Test Agency, depending on Service policy. The Operational Test Readiness Review (OTRR) may be conducted in multiple steps to ensure that the "production configuration" system (usually Low Rate Initial Production (LRIP) systems) can proceed into Operational Testing (OT) with a high probability of success.

 

Although each system is assessed according to Service policy, DoD specifies that the review shall include: DT&E results; an assessment of the system’s progress against critical technical parameters documented in the TEMP; an analysis of identified technical risks to verify that those risks have been retired during developmental testing; a consideration of the impact of performance waivers and deviations; and a review of the IOT&E entrance criteria specified in the TEMP.

 

Of critical importance to this review is the understanding of available system performance to meet the Capability Production Document (CPD) performance threshold values. Successful performance during IOT&E generally indicates the system being tested is effective, suitable and survivable before introduction for Service use (Initial Operational Capability)./p>
