System Functional Review (SFR)
A system-level technical review evaluates whether the functional baseline satisfies the end-user requirements and capability needs and whether functional requirements and verification methods support achievement of performance requirements.
This system-level technical review evaluates whether the functional baseline satisfies the end-user requirements and capability needs and whether functional requirements (Section 3 of the Specification) and verification methods (Section 4 of the Specification) support achievement of performance requirements.
A successful SFR establishes the functional baseline and ensures the system has a reasonable expectation of satisfying stakeholder requirements within the current budget and schedule. It completes the process of defining the system-level technical requirements that are documented in the system performance specification. Completion of the SFR provides a sound technical basis for proceeding into preliminary design. At completion of the SFR, the system performance specification is approved for use as the functional baseline of the system and is taken under program Government configuration management.
