Take a break and listen to the All Things Small Business podcast series. This podcast is extremely informative on the Service-Disabled Veteran-Owned Small Business (SDVOSB) program. Mr. Le begins by sharing a brief history of the SDVOSB program that dates back to 1999. As part of the program, all federal agencies get an annual prime goal of 3% and subcontracting goal of 3% from the SBA. He then talks about the recent performance of DoD against its prime goal and subcontracting goal in FY2020, where DoD exceeded its prime goal (achieved 3.22%) but failed to meet its subcontracting goal (achieved 2.20%). However, DoD scored an “A” on its annual SBA Scorecard for FY2020.

Mr. Le than talked about the major planned SDVOSB program update in which the SBA will inherit the responsibility to certify SDVOSBs from the Veterans Administration starting in January 2023. This is a significant change and will impact both the government and industry. The principal elements that are reviewed for certification are ownership and control.

Another key topic addressed by Mr. Le was SDVOSB protest procedures. This issue was cited in the DoD IG Report 2020-063 based on an audit of a sample of DoD SDVOSB awards. He explained the basic process for the filing of a protest. He also cited several references, including FAR 19.307 “Protesting a firm’s status as a service-disabled veteran-owned small business concern” at https://www.acquisition.gov/far/19.307, and 13 CFR § 125.27 and 13 CFR § 125.28.
