Can OTs Save Christmas!?!
Ms. Kristine Kassekert
Many of you might have seen the J&A for a sole source award signed by Santa Clause to engage the services of Rudolph the Red Nosed Reindeer floating around the internet. Similar to many of the DoD legacy systems that have been in use for decades (Rudolph has been around since 1939), Rudolph has been the subject of many investigations, and is reportedly ready for retirement. Rudolph’s pending absence leaves doubt as to the whether the mission North American Aerospace Defense Command (NORAD) tracks annually on December 24th will be in doubt in future years.

So, the DAU OT team has to ask: What would happen if Rudolph’s replacement - instead of having been hired as the same old shiny-nosed reindeer without competition using a J&A under the Federal Acquisition Regulation - would have been prototyped and purchased using other transaction authority?

Is there an icon waiting in the wings that could light up the sky (maybe even make it glow?) for a sleigh to make timely deliveries on foggy Christmas Eves? Maybe that would be immune to being called names or not being allowed to play reindeer games? Perhaps there is a business process improvement to be implemented that would capture what we once thought of as only possible using magical animal labor?

As we approach the end of the year, we send our best wishes that in the coming year you have the tools at the ready to meet the needs of Department of Defense personnel at the speed of relevance and the training to be able to use them effectively.
