Check out the New Army Micro Learning Videos

Kevin Linden
The Deputy Assistant Secretary of the Army for Procurement {DASA(P)} has posted 3 short videos to their Procurement Micro Learning Center website. These videos, no longer than 10 minutes in length, provide short and easily accessible learning opportunities for Army acquisition workforce members.

You can access these videos at: https://vimeopro.com/user64183863/united-states-army-micro-learning-modules
Password: army

The 3 videos are:
1. Fixed Price Incentive (Firm Target) Contract
This introductory video provides scenarios of when to use this contract type and provides the basic formula and concept involved to determine profit and price.

2. Procurement Administrative Lead Time (PALT)
This introductory video explains what PALT is and its benefit for the Army in strategic planning and tactical execution to award contracts and maintain readiness from the Army perspective. The video explains when PALT begins, what it includes, and when it ends.

3. Other Transaction (OT) Authorities
This introductory video on Other Transactions (OTs) explains the basics of when OTs are authorized and what they are. However, this video contains aspects of OTs that are unique solely to the Army, such as the Army Agreement Officer (AO) warrant authority requirements and the Army OT approval authority thresholds.

Please understand that the requirements to qualify for an Agreement Officer (AO) warrant varies from agency to agency and not all agencies have the same approval threshold requirements. The approval levels stated in the video at the $50M or less and $50M to $100M levels are unique to the Army.

For approval thresholds as well as current OUSD(A&S) guidance on OTs, please review the Other Transactions (OT) Guide at: https://www.dau.mil/tools/t/Other-Transactions-(OT)-Guide. Another important note to highlight, as the video correctly states; you do not need a consortia to award an OT.
