DAU's Defense Systems Management College - International Center (DSMC-I) began publishing a new International Cooperative Program (ICP) SSOI Learning Module series in October 2021. When fully completed, this Learning Module will consist of five Power Point/MP4 video presentations available via the DAU International Acquisition Management Community of Practice (ICOP) and Media.DAU.edu website, plus a Controlled Unclassified Information (CUI) Power Point/MP4 video presentation and CUI SSOI Workbook available on the DAU/DSMC CUI Intelink/Inteldocs folder for DoD CAC card holders.

What is the Purpose of an SSOI?

Office of SecDef (Acquisition & Sustainment) policy requires OSD staff, Army, Navy, Air Force, and DoD Fourth Estate acquisition organizations to develop and submit Requests for Authority to Develop and Negotiate (RADs) to obtain approval to negotiate ICP international agreements with allied/friendly nations or international organizations. An SSOI that describes the proposed ICP international agreement must be included in the DoD Component’s RAD submission.

Who should Complete the SSOI Learning Module?

The target audience for this ICP SSOI Learning Module includes DoD Component International Program Organization (IPO) personnel responsible for ICP international agreement development and negotiation, as well as DoD Acquisition and Security Cooperation “generalists” and support contractors who are unfamiliar with the OSD(A&S) ICP international agreement process and SSOI development requirements.

Current SSOI Learning Module Availability

Part I -- Introduction and Part II -- ICP Identification & Assessment of the SSOI Learning Module series, which were both published in October 2021, are available on the DAU ICOP in Power Point format (use MS Edge browser to download and view the PP files on your computer) and MP4 video format on the DAU International Acquisition Management (IAM) Video Channel.

We just published the first two sections of Part III, SSOI Development on the DAU ICOP and IAM Video Channel.

  • Part III, SSOI Development - Section 1 explores Memorandum of Agreement (MOA), Memorandum of Understanding (MOU) and Project Agreement/Arrangement (PA) structure at the unclassified level. Section 1 also describes three different variations of the OSD/A&S/IC RAD process that DoD Components use to obtain authority to negotiate MOA, MOUs, and PAs.
  • Part III, SSOI Development - Section 2 focuses on SSOI Paragraphs 1 through 6 at the unclassified level in the following areas: ICP international agreement information; a description of the ICP's purpose, objective, and schedule; and, key information about the proposed ICP’s fiscal/financial details

Part III, Section 1 and Section 2 are now available on the DAU ICOP in Power Point format and DAU IAM Video Channel in MP4 video format.

Future Plans

We are nearing completion of Part III, Section 3, which will cover SSOI paragraphs 7 through 14. We hope to publish this on our DAU websites within the next two weeks. We also plan to complete Part IV -- SSOI Refinement & Validation (CUI) and the SSOI Workbook (CUI) in the February - March 2022 timeframe and publish them in our DAU/DSMC CUI Intelink/Inteldocs folder.
