DIU and GSA Partner to Scale Innovative and Emerging Technologies

DIU and GSA Partner to Scale Innovative and Emerging Technologies

On May 16, 2022 GSA announced the signing of a memorandum of understanding with the Defense Innovation Unit (DIU) aimed to develop a path for DoD’s innovative technology solution providers to enter the mainstream federal marketplace through GSA’s Multiple Award Schedules (MAS) program. DIU seeks to solve critical problems for the military related to the fielding and scaling of commercial technology solutions. Using fast and flexible contracting processes such as Other Transactions, DIU lowers barrier to entry into the Defense market for commercial companies. DIU works with many non-traditional defense industry partners to accelerate the adoption of leading commercial technology solutions and grow our nation’s innovation base. This partnership potentially expands the marketplace for emerging technologies and capabilities by enabling integration of non-traditional sources into the federal procurement market. As of the date of the agreement, GSA was transitioning a handful of companies from DIU’s prototype roster onto the GSA MAS program under the IT category. As DIU continues to expand its relationships with more commercial companies and those companies prove value, GSA will continue to onboard more of them onto the schedules.

With the impacts of DIU’s mission and the continued expansion of the use of Other Transactions for prototypes, contracting officers and their mission partners should keep an eye on the potential growth of nontraditional sources providing innovative and emerging technology solutions in the commercial marketplace entering the federal buying marketplace. The use of GSA schedules may provide acquisition teams with the opportunity to tap into these capabilities and reduce procurement lead times through the use of FAR subpart 8.4 – Federal Supply Schedules procedures.
