Defense Secretary Austin signed out a memorandum on 27 October to the department highlighting the importance of small businesses to DoD. He stressed DoD's "strategic interest in leveraging small business innovation and capabilities to address global challenges and ensure mission success." Increasing opportunities for small businesses is one of his highest priorities. He pointed out that although DoD has exceeded its overall small business prime contracting goal for the past seven years, the number of small business supporting DoD has declined. He urged all DoD acquisition personnel to review planned acquisitions to identify opportunities to increase contracting with small businesses. Additionally, he referenced the Department's "Small Business Programs" instruction (DoDI 4205.01) and the mandatory small business performance objective for Senior Executives and General/Flag Officers that acquire supplies and services for the department. Finally, he called on the DoD Office of Small Business Programs to refresh the Small Business Strategy to "maximize small business capabilities through a Department-wide approach and better align the Department's efforts with the President's focus on increasing the share of dollars going to small disadvantaged businesses, lowering barriers to entry and increasing competition opportunities for small businesses and traditionally underserved entrepreneurs."
