The DAU International Center deployed the INT 1140 SSOI Online Training (OLT) Course on April 11, 2024. This new OLT provides DoD acquisition and security cooperation workforce members with foundational knowledge and skills in International Cooperative Program (ICP) SSOI development. 

The overall DoD ICP process graphic included in DAU’s ICP Job Support Tool highlights how the SSOI is used to describe a proposed ICP’s “business case” during the Request for Authority to Develop (RAD) step of the process.

INT 1140’s first module begins with an overview of DoD ICP characteristics focusing on:

  • how SSOIs are used to establish proposed ICP international agreements, and, 
  • providing a top-level description of the SSOI's structure and content. 

The second module explores how DoD acquisition organizations:

  • identify and assess potential ICP concepts to determine which ones are viable; and, 
  • engage prospective partner nations during exploratory discussions on proposed ICP approaches prior to SSOI development. 

The course concludes with a final module that focuses on the specific SSOI-related business policy and process knowledge, skills, and techniques that DoD personnel should employ to develop an SSOI that accurately and completely describes their organization's proposed ICP international agreement. 

INT 1140’s target audience includes DoD Acquisition Workforce (AWF) members in any Functional Area, including those members who are also part of the DoD Security Cooperation Workforce (SCWF), who have been assigned by their organization to develop an ICP SSOI for a proposed international cooperative program, project, or activity during any phase of the DoD acquisition life cycle.  While there are no prerequisites, DoD AWF/SCWF members should consider completing DAU’s INT 1110 (International Acquisition/Security Cooperation Foundation) OLT Course prior to taking the INT 1140 OLT Course.  

Based on discussions with DoD Component International Program Organizations (IPOs), there are approximately 200 - 250 ICP international agreement actions each year that require Office of SecDef (Acquisition & Sustainment) International Cooperation Office review and approval.  From an enterprise-wide perspective, this means that hundreds of DoD Science & Technology, RDT&E, and Program Office teams, and their supporting DoD Component IPOs, are involved in ICP SSOI development and submission activities annually.  INT 1140 was specifically designed and developed to help your team successfully develop a high quality SSOI for your organization's proposed ICP project or program.
