DAU's Defense Systems Management College (DSMC) International Center began publishing a new ICP SSOI Learning Module series this month. When fully completed, this Learning Module will consist of four Power Point/MP4 video presentations available via the DAU International Acquisition Management Community of Practice (ICOP) and Media.DAU.edu website, plus a Controlled Unclassified Information (CUI) SSOI Workbook available on the DAU/DSMC CUI Intelink/Inteldocs folder for DoD CAC card holders.

DoD Office of SecDef (Acquisition & Sustainment) policy requires DoD Components with acquisition responsibilities in the Army, Navy, Air Force, and DoD Fourth Estate to develop SSOIs to describe proposed ICPs with allied/friendly nations or international organizations. The target audience for this ICP SSOI Learning Module includes DoD Acquisition and Security Cooperation “generalist” workforce personnel and support contractors who are unfamiliar with ICPs and SSOI development requirements.

Part I -- Introduction provides an overview of the DoD ICP SSOI development process.

Part II -- ICP Identification & Assessment focuses on activities conducted by DoD Component acquisition organizations, and their supporting International Program Organizations (IPOs), to move from a US view of a potential ICP concept to a mutual understanding of a proposed ICP with one or more partner nations that can be documented in an SSOI.

We are currently working on Part III -- SSOI Development which we hope to complete and publish by mid-November. We also plan to complete Part IV -- SSOI Refinement & Validation and the CUI SSOI Workbook in December 2021.

Part I and Part II are available on the DAU ICOP in Power Point format (use MS Edge browser to download and view the PP files on your computer) and MP4 video format on the DAU International Acquisition Video Channel.
