As I’ve shared on a number of previous occasions, reliability, availability, maintainability, and supportability (RAMS) are nothing short of foundational tenets of successful weapon system life cycle management -- indeed they are essential enablers of affordable, combat-capable weapon systems.

The DoDI 5000.88 calls reliability and maintainability “…an integral part of the overall engineering process and the digital representation of the system being developed”. The DoDI 5000.91 reminds us the criticality of ensuring “the product support manager will collaborate with the lead systems engineer, who is responsible for executing a comprehensive reliability and maintainability program, to ensure implementation of reliability and maintainability through design, development, test, production, and sustainment. The DoD Reliability, Availability, Maintainability, and Cost Rationale Report Manual put it rather succinctly: “the DoD needs to acquire reliability and maintainable products that are of high quality and readily available to satisfy user requirements in meeting mission capability and operational tasks. The Department must acquire these products at the most reasonable cost to the taxpayer.”

Moreover, successful reliability, availability, maintainability, and supportability planning and execution are a “team sport” involving a range of defense acquisition and sustainment professionals including systems and sustaining engineers, program managers, life cycle logisticians, and a host of others.
