New DoD Services Acquisition Policy

New DoD Services Acquisition Policy
Bill Kobren
The Department of Defense on January 10, 2020 issued an updated version of DoD Instruction 5000.74 Defense Acquisition of Services. According to the Office of the Under Secretary of Defense for Acquisition and Sustainment, “…this issuance establishes policy, assigns responsibilities, and provides direction for the acquisition of services, (and) establishes a management structure for the acquisition of services and provides implementation procedures.”

Among a range of key policy we should all be cognizant of, several life cycle logistics, product support, and sustainment-related considerations include:
  • Para 4.1.a.(1) The requiring activity will determine the need for an FSM (Functional Services Manager) with relevant career field certification (e.g., Program Management, Life Cycle Logistics, or IT) based on risk or complexity of the acquisition.
  • Para 4.1.b. The FSM and his or her project team should leverage the tools and checklists outlined in Step 4 of Figure 1 and tools found on the DAU Service Acquisition Mall website, which can be found at https://www.dau.edu/tools/Documents/SAM/home.html. These tools should be used to the maximum extent practicable for the development of performance-based requirements.
