The Army has issued updated Army Regulation 700 – 90 Army Industrial Based Policy. Summary of specific changes are available on the second page of the document. In addition to designating responsibilities, several of the topic areas Army life cycle logisticians and product support managers might want to take a look at include topics in Chapter 3 “Industrial Base Assessments and Planning”, including:
  • Industrial base integration into the acquisition process
  • Industrial capabilities assessments
  • Make-or-buy policy
  • Public-private partnering at Government-owned, Government-operated industrial installations
  • Diminishing manufacturing sources and materiel shortages (DMSMS)
  • Restricting acquisition to establish or protect the industrial base
  • Security


Among the other information contained in this new policy, of particular interest to our community is likely to be Appendix E “Synopsis of Public-Private Partnering Authorities Available to Government-Owned, Government-Operated Industrial Installations” (Page 36).
