Newly Updated LOG 4650V Executive PSM Course

Bill Kobren
It is with great pleasure that I announce the deployment of our newest virtual instructor-led training course, LOG 4650V Executive Product Support Manager’s Course. This newly-deployed, redesigned, and renumbered course updates and replaces the now-retired LOG 465V Executive Product Support Manager’s Course.

While some things have changed, much of what made LOG 465V such a powerful -- and popular -- training opportunity remains. This eight-day long, post-LCL advanced tier instructor-facilitated training for ACAT I/II DoD Product Support Managers (PSM) focuses on enhancing a PSM’s success in planning for and executing fielding, and sustainment of major weapon systems within the framework of 10 U.S.C. §4324 & DoD policy. The course focuses on executive-level discussions and features 6 presentations and 8 panel discussions on emerging topics, as well as 7 case studies presenting a range of complex product support challenges for PSMs to solve. Guest speakers include 5 members of the Senior Executive Service, 2 industry Vice Presidents, and 9 Service and DoD SMEs on multi-disciplinary topics including intellectual property and data rights, software, system engineering, and performance-based logistics.

The course addresses PSM roles & responsibilities, leadership, proven practices, affordable/effective product support strategies, and enables leveraging of executive-level case studies to challenge PSMs with real-world product support scenarios. Facilitated discussions on product support include such topics as Intellectual Property Rights, funding, partnerships, sustainment plans, product support analysis, contracts, and performance-based logistics.

Participants also analyze challenges and opportunities to improve sustainment performance while reducing costs and risks. Customized tools are leveraged for enhancing skills at leading teams, influencing stakeholders, and continuing professional development. Students develop and defend creative and comprehensive solutions, as well as leverage the Stakeholder Tactical Engagement Plan (STEP) tool to develop strategies to address stakeholder challenges.

Students also develop and deliver a real-world, relevant lesson-learned presentation which provides opportunities for peer feedback, and in-depth cross-Service communication & problem-solving. Course affords students the opportunity to hear from a range of DoD, Service, and industry leaders in each offering, with frank and candid discussion on a wide range of sustainment challenges. Interdisciplinary emphasis includes product support, business, cost estimating, funds management, systems engineering, contracting, and program management topics. Focus areas also include leadership, critical thinking, and cross-functional integration.

For those who qualify and are approved by your component to attend, there are three scheduled LOG 4650V offerings in FY23: 31 Jan-9 Feb 23, as well as 16-25 May 23, and 15-24 Aug 23. Target attendees for this executive level training course are Product Support Managers (PSM) and other attendees as described in the 3 June 2022, "DoD PSM Mandatory Training Requirement Memo".

As a sidenote those who may not already be aware, the earlier LOG 465 Executive PSM Course was commended by the Government Accountability Office (GAO) in “GAO-17-744R Weapon Systems Management: Product Support Managers' Perspectives on Factors Critical to Influencing Sustainment-Related Decisions”, which stated “PSMs said information and training provided by Defense Acquisition University were excellent…”
