Newly Updated May 2022 DoD PSM Guidebook
The Department of Defense has issued the first in a series of planned updates to existing DoD Product Support Guidance to align with the DoD Instruction 5000.91 Product Support Management for the Adaptive Acquisition Framework. The newly updated DoD Product Support Manager Guidebook dated May 2022 represents the first major update to this important document since December 2019. It also replaces the now disestablished Defense Acquisition Guidebook (DAG) Chapter 4 (as directed by USD(A&S) for functional communities to publish new/revised guidebooks to replace their DAG chapters). Highlights of the newly updated PSM Guidebook include:
- Supports ASD(S) Logistics & Materiel Readiness Strategic Plan* objective 3.1, "Provide the DoD enterprise with policy, processes, and guidance that foster effective product support planning and execution" (see line of effort 3.1.2)
- Includes a new Foreword from the Deputy Assistant Secretary of Defense for Product Support
- Incorporates principles from DoDI 5000.91, Product Support Management for the Adaptive Acquisition Framework (AAF), and other recently published DoD Instructions (e.g., the Adaptive Acqusition Framework, AAF pathway instructions, DoDI 5000.66, DoDI 5000.88, DoDI 5000.92, and DoDI 5000.93 among others)
- Aligns KPPs, KSAs/APAs, and metrics to the 2021 Joint Capabilities Integration and Development System (JCIDS) Manual
- Includes new sections (6-10) on the five non-Major Capability Acquisition (MCA) AAF pathways
- Includes new appendices for "Key Product Support Questions" and a Title 10 Renumbering Crosswalk
- Includes new content on emerging topics such as Digital Product Support, Supply Chain Resiliency, Data Analytics, and the Energy Key Performance Parameter (KPP)
- Includes an updated PSM Professional Development & Career Professional Roadmap, reflecting the new 2-level DAWIA LCL certification construct, updated training, and credentials
- Strengthens content on systems engineering alignment, maintenance planning and management, supportability analysis, intellectual property, operational energy, and funding alignment
- Promotes continued use of the Product Support Business Model, the 12-Step Product Support Strategy Process, Sustainment Maturity Levels (SMLs), and Sustainment (Quad) Chart
- Provides increased level of detail, including addition of 13 new figures and 13 new tables
