The revised SD-19, Parts Management Guide: A Guidebook of Best Practices for Oversight of Parts Selection in Defense Systems, is now available on DLA’s ASSIST website! This was a comprehensive overhaul affecting 100% of this go-to resource, so it requires a thorough review.  This version of the SD-19 continues the transformation of DOD’s perspective on parts selection—moving toward a risk-based, disciplined effort and away from a predominantly unstructured, ad hoc posture that potentially contributed to program offices selecting unreliable parts, or parts with cyber vulnerabilities.

The transformation began with the inclusion of parts management contract language in the June 2023 revision of the SD-26.  Next, the requirements for a parts management plan were revised by the October 2023 cancellation of MIL-STD-3018 and a MIL-STD-11991 update.  The SD-19, while consistent with these changes, fully articulates all aspects of a new parts selection paradigm that relies on collecting and analyzing records on parts selection oversight activities and their effects on cost, schedule, and performance, and obtaining part selection data and using tools to analyze the data in support of best practices.
