Senior Leader Insights into Agile and Middle Tier Acquisition

Bill Kobren
Wanted to bring to your attention two recent video interviews with senior service acquisition leadership of interest to the community.

In the first video, entitled “Panel Discussion on Middle Tier of Acquisition” and available in our Defense Acquisition University video library, Ben FitzGerald, the Director of Strategy and Design in the Office of the Under Secretary of Acquisition and Sustainment, interviews Dr. Bruce Jette, Assistant Secretary of the Army for Acquisition, Logistics and Technology, and Dr. William Roper, Assistant Secretary of the Air Force for Acquisition, Technology and Logistics. The discussion focuses on acquisition authorities in Section 804 of the 2016 National Defense Authorization Act. These authorities, for what is referred to as the Middle Tier of Acquisition, provide mechanisms for the Services to rapidly prototype and field new technologies.

In the second video, an interview with James F. “Hondo” Geurts, Assistant Secretary of the Navy (Research, Development and Acquisition) by CXOTalk host, Michael Krigsman, the focus is on how to run a an agile organization at scale, with emphasis on how a large government acquisition enterprise can innovate at scale while remaining agile and cost-effective.
