System End of Service Life Planning
In responding to a recent query about system end-of-service life planning and execution, I was reminded just how much material is readily available. As a public service, indulge me as I take a moment to share just a small portion of those references with a broader audience. This list is, of course, not in any way all inclusive, but it is a good start for information related to system retirement, demilitarization, disposal, disposition, reclamation, and end-of-service life planning.
· The Defense Acquisition Guidebook (DAG) contains extensive information on system retirement, demilitarization, disposal, disposition, and reclamation
· Defense Logistics Agency (DLA) Disposition Services
· Services' Independent Logistics Assessment (ILA) guidance (Note – the name is in the process of changing from ILAs to Logistics Assessments (LA), and a new DoD Logistics Assessment Guidebook is in final staffing and should be issued by the Office of the Secretary of Defense (OSD) in the coming weeks. When the new LA Guidebook is issued, it will be posted on the DAU Logistics Community of Practice Product Support Policy, Guidance & Tools site).
· The Product Support Manager (PSM) Guidebook
· Life Cycle Sustainment Plan (LCSP) ACQuipedia Article
· The soon-to-be issued Life Cycle Sustainment Plan (LCSP) Template
· DAU LOG COP Demilitarization & Disposal site and a separate ACQuipedia Disposal article
· DoD 4160.21-M Defense Materiel Disposition Manual
· Separate DAU Logistics Community of Practice (LOG CoP) sites on Obsolescence Management, Aging Systems, and Diminishing Manufacturing Sources & Material Shortages (DMSMS)
· Information on the Replaced System Sustainment Plan (RSSP) in the Defense Acquisition Guidebook (DAG) and DoD Instruction 5000.02.
· Information on the Modifications, Upgrades, & Service Life Extension Programs (SLEP)
· There are, of course, numerous Service-specific references including Army Regulation 700-127 Integrated Logistics Support, for example
· Although not yet available, we anticipate one of our top priorities for FY12 web-based continuous learning training module development is a new "CLL051 System Retirement, Reclamation, Demilitarization and Materiel Disposition." In the meantime, there are more than 250 other web-based training modules available on the site today.
