Time Extension to Complete Certification Requirements Policy Memorandum
The Director, Human Capital Initiatives (HCI) issued an important policy memorandum on September 2, 2011 entitled “Time Extension to Complete Certification Requirements” to the Service and 4th Estate (Defense Agencies) Directors of Acquisition Career Management (DACM). A copy of the memo has been posted on the Defense Acquisition Portal (DAP) policy page. Recommend taking a moment to read this memo, particularly if you are working toward completion of Defense Acquisition Workforce Improvement Act (DAWIA) certification training requirements prior to the end of this month.
The memorandum reads in part: “Acquisition workforce members have been unable to complete required online certification training due to lack of access to the online training system. Defense Acquisition University (DAU) leadership is keeping all component acquisition career management directors informed on a weekly basis of the plan to restore full availability. Limited access is expected to be restored on or about 19 September 2011. In recognition of the impact on workforce members, the Defense Acquisition Workforce Management Group (WMG) recommended that the workforce receive an extension of time to allow for completion of online training and requesting/receiving certification under FY 2011 certification requirements. The approved extension is as follows: Individuals who meet all certification level requirements (education, experience and training) prior to 1 Oct 2011 except the on-line training requirements, must complete the online training and request/receive certification no later than 31 January 2012. After 31 Jan 2012, individuals will be required to meet any new FY 2012 certification requirements.”
It is important to note that this HCI memo applies only to defense acquisition workforce (DAW) members who are currently working toward DAWIA certification, have met all other experience, education and classroom training requirements prior to October 1, 2011, AND who only have web-based training remaining which cannot be completed prior to the end of September 2011. `
For all other defense acquisition workforce personnel, the new Life Cycle Logistics career field Functional Leader-directed FY12 training requirements take effect on 1 October 2011 as originally announced, which for the Life Cycle Logistics community includes the following changes to the current FY11 requirements:
· the addition of SYS 101 SPRDE Fundamentals at Level I,
· the specification of (vice previous choice of) CLL001 Life Cycle Management & Sustainment Outcome Metrics and CLL012 Supportability Analysis continuous learning modules at Level II, and
· the addition of LOG 340 Life Cycle Product Support and a “choose one of four” (BCF 215, ACQ 265, RQM 110, or LOG 204) requirement for Level III, along with specification of (vice choice of) three continuous learning modules CLL005 Life Cycle Sustainment Plan (LCSP), CLL015 Business Case Analysis (BCA), and CLL020 Independent Logistics Assessments (LA).
